Located in the tropical monsoon climate zone, Myanmar is endowed with abundant solar energy resources, with an average annual sunshine duration of 2,500–3,000 hours and an annual radiation dose exceeding 1,800 kWh/m² in some areas, which provides unique natural advantages for the development of the photovoltaic industry. In recent years, the Myanmar government has attached great importance to the development of the photovoltaic industry, continuously increased policy support and investment, and actively attracted domestic and foreign capital to participate in photovoltaic project construction through a series of measures such as simplifying project approval processes, improving power grid connection supporting facilities, and introducing investment preferential policies, accelerating the transformation process of photovoltaic projects from planning to implementation.
Against this background, the Meiktila Photovoltaic Power Station Project came into being. Relying on Meiktila's superior geographical location and improved power grid foundation, the project has multiple advantages such as moderate investment scale, clear cooperation model, stable and reliable returns, and strong policy guarantees. Core Project Overview
(1) Basic Project Information
This project is the construction project of Meiktila Photovoltaic Power Station, located in Meiktila City, Mandalay Region, Myanmar. It is adjacent to Meiktila Main Substation, with a distance of only 1 mile, which has unique power grid connection advantages and can greatly reduce power transmission losses and line construction costs.
The planned land area of the project is about 640 acres, among which the minimum installed capacity of the photovoltaic power plant for this investment application is 30MVA. To ensure the stable output of 30MVA power from the photovoltaic field, the project needs to reserve at least 120 acres of core construction land, and the remaining land can be used as reserve land for the subsequent expansion and upgrading of the project, reserving sufficient space for the long-term development of the project.
(2) Project Construction Objectives
After completion, the project will become an important clean energy supply base in the Meiktila region. On the one hand, it will effectively supplement the local power supply gap and alleviate the tension in regional industrial production and people's living electricity; on the other hand, it will promote the transformation of Myanmar's energy structure towards cleanliness and low carbon, help the country achieve green development goals, and at the same time create employment opportunities for the local area, drive the development of related industries.
Project Cooperation Model
This project adopts the "joint venture and co-construction" cooperation model. Myanmar GOLDEN FLAGMAST INTERNATIONAL Co., Ltd. (hereinafter referred to as "Myanmar Company") and the intended investor (hereinafter referred to as "Chinese Company") will jointly establish a joint venture company, which will serve as the main body to promote the whole-process operation of the project.
Specific operation process: After the establishment of the joint venture company, the Myanmar Company will take the lead in coordination to obtain the construction land for the photovoltaic plant (at least 120 acres) in the area designated by the Myanmar government and complete the relevant project approval procedures; subsequently, the joint venture company will formally apply to the relevant national departments of Myanmar for the construction qualification of a photovoltaic power plant with a scale of 30MVA and above. After approval, it will fully promote the investment, construction, operation and management of the project.

Equity shareTo protect the legitimate rights and interests of both cooperating parties, the equity distribution is clearly defined: Myanmar GOLDEN FLAGMAST INTERNATIONAL Co., Ltd. holds 30% of the shares, and the foreign investor (International Company) holds 70% of the shares. Both parties shall enjoy project benefits, bear corresponding risks in accordance with the equity ratio, and jointly participate in major decisions of the joint venture company.

Economic Benefits
According to the official commitment of the Myanmar government, for the photovoltaic project with a scale of 30MVA, the approved expected benefit is 22 million US dollars. This benefit is the core benefit during the stable operation period of the project and has clear policy guarantees. In addition, after the project is put into operation, it can also enjoy the tax preferential policies of the Myanmar government for new energy projects (such as reduction or exemption of part of corporate income tax, import tariffs, etc.), further enhancing the project's profit space.
